UITP is pleased to invite you to the UITP Workshop on "Good Practices for Tendering of Conventional Rail Services", organised on 19 November 2015 in Warsaw (Poland).
Targeted at competent organising authorities at the regional and national level, but also all the rail stakeholders and professionals from Europe, this workshop will serve as a discussion and knowledge platform between passenger rail operators and authorities on how to support operator initiative and potentially attract private investment capital in Poland, Central Eastern Europe and the EU Member States.
The future development of long-distance, regional and suburban rail services in Europe has reached a critical turning point. The current revision of the PSO regulation (No 1370 / 2007) as proposed by the European Commission may contribute to an effective and progressive railway market opening, through the establishment of a general principle of competitive award for rail contracts. On the one side, European legislation currently under discussion is promoting a controlled liberalisation of that market. On the other side, public authorities are facing an ever growing mismatch between demands on public budgets and available resources.
For the rail mobility stakeholders it is essential to rethink existing concepts and develop new views on supporting the development of a thriving rail passenger market, including securing a long-term and sustainable financing scheme.
This event is organised by UITP Central and Eastern Europe and under the aegis of the Office of Rail Transport of the Republic of Poland, the European Investment Bank and the World Bank Group. The event's partner is ProKolej Fundation Poland, the Railway Institute and Arriva RP.

The Office of Rail Transport (UTK) was established on 1 June 2003 on the basis of the Railway Transport Act. Initially, the Office was responsible for supervision over the railway sector’s safety and technical coherence. Then, the UTK was entrusted with tasks of the railway market regulator and finally also tasks in the field of supervision over observance of passenger rights in railway transport. Currently, as required by Community laws relevant to the railway sector, the Office of Rail Transport performs three key functions on the domestic railway market: National Safety Authority (Directive 2004/49/EC); National Regulatory Body (Directive 2001/14/EC); National Enforcement Body for Passenger Rights (Regulation 1371/2007). Arriva is a leading European operator in the market of transport services, which employs about 47,000 people and operates in 12 countries in Europe. Arriva RP is the first private passenger rail carrier in Poland which provides mass transport services. Arriva's many years' experience in public transport in the European markets resulted in winning a tender for providing passenger transport services covering lines with diesel traction in the Kujawsko-Pomorskie Province in 2007. This is almost 40% of passenger connections in the region. Arriva began to operate passenger rail lines in the Kujawsko-Pomorskie Province in north-western Poland in 2007 on the basis of the first contract of this type in the sector of private rail transport in Poland. On 10th December 2010 the company prolonged the term of the contract for the next ten years.
