    Introduction

    COUNTERACT (Cluster Of User Networks in Transport and Energy Relating to Anti-terrorist ACTivities) is a European research project funded under the Sixth Framework Programme by the Directorate-General for Transport and Energy of the European Commission.
    The main objective of the project, which came to a close in Spring 2009, was to improve security against terrorist attacks aimed at public passenger transport, intermodal freight transport and energy production and transmission infrastructure.

    UITP was project coordinator, and in particular coordinated the Public Passenger Transport Cluster which aimed at providing practical tools and guidelines for public transport organisations to tackle security problems.  Other members of the cluster were Deutsche Bahn, VTI, Asstra, ISDEFE, NLR.  The cluster was supported throughout the project by members of the UITP Security Commission (http://www.uitp.org/Public-Transport/security) and the COLPOFER platform (www.colpofer.org).

    ·               PT1: Impact Assessment on “Rail and urban passenger transport security at the European Level regarding terrorist threats in railways and urban passenger transport”; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; November 2007

    This report seeks to facilitate the comparison of policy options of intervention at European level with regard to the terrorist threat, as well as providing some indicative costs of enhancing security.

    ·               PT2: The Exchange of Security Policy Experience of Public Transport Operators; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; November 2008

    This report details two events which were held to facilitate the exchange of experience between public transport operators.  The events were an opportunity for less experienced operators to meet their peers and learn about risk assessment and security planning.

    ·               PT3: Anti-terrorism Public Awareness Campaigns; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; February 2009

    This study, conducted jointly with the Freight Cluster, investigates “whistle-blowing” campaigns in Europe, analysing successful and unsuccessful elements, and assessing if similar campaigns would be effective in other European countries.  The study precedes PT9: Anti-terrorist Public Awareness Campaigns 2 (see below).

    ·               PT4: Generic Guidelines for Conducting Risk Assessment in Public Transport Networks; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; March 2009

    Risk assessment is a process which allows you to assess the existing situation and define priorities in an analytically clear and methodical way.  It is an essential first step in security planning.  Many security risk assessment methodologies exist already, but the COUNTERACT guidelines are specifically tailored for public transport.

    ·               PT5: Public transport Security Planning – Organisation, Countermeasures & Operations guidance; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; March 2009

    Following on from risk assessment, this study, based on best practices, provides guidance and identification of needs to develop security plans for a public transport operation.

    ·               PT7: Potential Terrorist Action – Decision-making; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; April 2009

    This study reviews the decision-making processes involved in response to potential terrorist action which can lead to disruption or shut-down of services and identifies the risks which can arise as a result of decisions taken.  It provides an indication of costs involved in various different scenarios and identifies procedural and technical innovations which can give confidence in decision-making.

    ·               PT9: Anti-terrorist Public Awareness Campaigns 2; COUNTERACT D3a-n; SSP4/2005/TREN/05/FP6/SO7.48891; April 2009
    Following on from PT3: Anti-terrorism Public Awareness Campaigns, this study collects examples of previous campaigns carried out in the public transport sector.  As well as collecting the examples as inspirational material, the report details basic guidelines to implement a campaign from scratch.
