Given that the majority of Sub-Saharan African inhabitants are expected to be living in urban areas by 2025, it is imperative that measures be conceived and applied to anticipate these major urban mobility challenges, otherwise the precarious socio-economic balance of our African metropolises might again be affected.
It is now unanimously acknowledged that such access for populations to sustainable mobility could not take place without the implementation of proactive policies in favor of public transport development.
It is within this dynamic that the Trans-Africa project is conceived, led for two years by the International Association of Public Transport (UITP) and the African Association of Public Transport (UATP) with the financial involvement of the European Commission. This project aims at supporting the African national transport policies by studying different perspectives and feasibilities of sustainable public transport development on the African continent.
Therefore, the core of Trans-Africa addresses diverse aspects of running a public transport activity in Sub-Saharan Africa, from the existing legal and regulatory context to its financial, operational and technical conditions.
The data for this study will be collected through various surveys, interviews and other research means from administrations responsible for the sector, operators and industrialists and subsequently analysed by an Experts Committee.
The key outputs expected at the end of this study are:

an overall review of the state-of-the-art of public transport in Africa followed by relevant recommendations for the viability of the sector

definition of public transport performance indicators in several African cities.

determination of basic technical specifications of vehicles best adapted for public transport operation on the African continent
-
feasibility pre-studies for dissemination throughout the African continent of good practices such as the BRT public transport system operated in Lagos (Nigeria) or the ongoing "professionalization" of the informal transport sector in Dakar (Senegal)
It is then clear that the Trans-Africa project represents a unique initiative for African public transport sector development, which all actors should appropriate and develop.
Therefore, we rely on the involvement of each and every one to contribute to the success of this ambitious project, which is set to greatly benefit African economies and populations.

TRANS-AFRICA PROJECT IN DETAILS
The Trans-Africa project aims to promote public transport in Sub-Saharan Africa taking account that this sector remains globally unaddressed throughout the continent. In this perspective, this project is made up of different parts built in a logical succession. Hereinafter are described its technical sides.
1st Part : Legal, institutional and operational conditions of public transport activity
Through a large survey near all the public transport actors in Sub-Saharan Africa, authorities as well as operators, this part will lead to the assessment of the actual environment of public transport on our continent notably the level of legal and institutional reforms achieved, on process or foreseen, the relationship between the various actors and the potential main hindrances against the good functioning of the transport system. As a result, an overall review of public transport in Africa will be issued as well as some recommendations inspired from the best practices encountered.
Besides, this survey will permit the identification of the technical maintenance issues that UATP members and non members are facing, as an introduction to the technical evaluation part of buses to be proposed to operate in Africa.

2nd Part : statistical and technical indicators of public transport services.
The second part of the project firstly consists in defining some performance indicators of public transport activity, fitting the African context and thus allowing the measurement of the economical impact of the sector in Africa. The elaboration of these indicators will be based on surveys and information collection from a suitable sample of cities defined from the first part assessment.

This part will secondly lead to the gathering of practical information on the technical standards to consider for the delivery of vehicles to be operated in Africa with regard to the particular difficult operational conditions (vehicles overloads, poor road maintenance, climatic conditions&). This will result in the establishment of a technical specifications book of public transport vehicles in Africa which may be used by the operators as a basis for future discussions with industrialists.

3rd Part: Sectorial Pre-studies: Research guidelines
This third part will initiate working groups reflecting on modalities of applicability or generalization throughout Africa of some achieved reforms and innovations in order to propose real alternatives to the simple chaotic development of the sector. Therefore, these groups will address specific topics such as the implementation of the BRT system, professionalization of the informal, integration of urban planning and public transport or renewal energy considerations.
These contributions will formalise the priorities and conditions of application of these particular policies. The outputs of these discussions will serve as a basis to the submission of potential future projects to backers for further development of these specific aspects.

PARTNERS
The Trans-A frica project is registered as a Supporting Action under the Seventh Framework Programme (FP7) of the European Commission. It started on 1 June 2008 lasting two years. It is led by a Consortium formed by the International Association of Public Transport (UITP) and the African Association of Pubic Transport (UATP). Here is below a brief presentation of each organisation:
INTERNATIONAL ASSOCIATION OF PUBLIC TRANSPORT (UITP)
UITP has over 3,400 members in 90 countries throughout the world and represents the interests of key players in this sector. Its membership includes transport authorities, operators, both private and public, in all modes of collective passenger transport, and the industry. UITP addresses the economic, technical, organisation and management aspects of passenger transport, as well as the development of policy for mobility and public transport.
AFRICAN ASSOCIATION OF PUBLIC TRANSPORT
UATP was created on 15 November 2002 aiming at gathering all the public transport actors in Sub-Saharan Africa in order to lead the necessary reflections for the development of an organised public transport and to take actions for the promotion of a better mobility for people and goods in Africa. It has around 50 members. Bound by a protocol agreement, UATP acts as the Sub-Saharan Africa Division of UITP.
