Dear UITP members
The end of June marked the deadline for the call for papers and sessions for next year's World Congress in Vienna. We were simply overwhelmed by the phenomenal response to this call. The Congress Programme Working Group will now have the challenge of making the final selection and constructing what we expect to be a fantastic programme for the event. Thanks to all contributors for sharing your expertise with us.
As this issue goes to print, the Olympic Games are set to kick off. UITP will ensure that the message on public transport is spread to a massive national and international audience on this occasion, as the Chinese version of our TV ad jointly made with UNEP will be broadcast throughout Beijing's metro system throughout the Games.
And finally, congratulations to our EU Committee for holding its 100th meeting in Poland recently! Read all about it in this issue.

UITP’S EUROPEAN Union Committee held its centenary meeting in Krakow, Poland, in July, on the kind invitation of Zbigniew Palenica, Vice-President of MPK Krakow.
Members were welcomed by the Mayor of Krakow in the City Hall. Present at the well-attended meeting was Elżbieta Bieńkowska, Polish Minister of Regional Development, who addressed participants on the EU structural funds available for public transport in Poland. Tadeusz Trzmiel, Deputy Mayor of Krakow gave a presentation on transport in Krakow, and Julian Pilszczek, President of MPK, gave an historical overview of MPK Krakow.
Members had the opportunity to visit an exhibition of modern, ecological and comfortable public transport vehicles, including bio-ethanol, hybrid and high-capacity buses as well as low-floor trams.
The main topics of the working sessions were environmental challenges and energy efficiency, the next European Parliamentary term, the package on the internalisation of external costs in the transport sector, and public passenger transport by road.
Committee members also gave updates on the latest developments and changes in the Netherlands, Switzerland, Spain and the UK.
The 100th meeting was the opportunity for the Committee to issue an urgent call to political decision makers to earmark income from energy taxes to the development of alternative and energy-efficient transport modes, in particular public transport. “Politicians have to accept their responsibility and provide adequate funding for their goals,” said Guido del Mese, Chairperson of UITP’s EU Committee. Observatory for Automatic Metros
UITP’S OBSERVATORY for Automatic Metros held its 2nd meeting at RATP’s offices in Paris, France, on 10 July. Representatives from Barcelona, Copenhagen, Dubai, Nuremberg, Paris, Rome and Singapore shared their experiences on the safety of Platform Screen Doors and Remote Train Management. Updates on the major projects in Singapore and the recent start of operation of line 3 in Nuremberg provided lively discussion. The group is preparing a seminar to take place next year.

Security Study Tour
THE SECURITY Study Tour to California, USA, from 28 September to 3 October is the fourth in a series of successful tours to Europe, Asia and the USA.
During the tour, participants will have the chance to get insight into relevant security provisions and procedures in the public transport networks of San Francisco and Los Angeles. The visits will comprise presentations on specific local expertise, and offer the chance for discussion and exchange with local public transport security experts. It will be complemented by technical visits to relevant infrastructure elements.

5th International Marketing Conference
THE COMMISSION on Marketing and Product Development will organise its 5th Marketing Conference in Lisbon, Portugal, in November 2009.
As usual, the Conference Programme Committee will select the speakers and elaborate the programme on the basis of a call for papers. The call will be launched this October. Get ready to take part and submit a proposal!

Public transport and large events
THE THIRD meeting of the UITP Working Group ‘Public Transport and Large Events’ took place in June in Brussels, Belgium. Members worked on a checklist that will cover all questions to consider during the organisation of a large event from different point of views: development and legacy; marketing and economics; and planning and operations. The checklist will be complemented by case studies.
The working group is also preparing a policy document that will be developed to raise awareness of politicians and event owners on the importance of public transport during large events.

THE FIFTH edition of the Marketing Summer Course took place in Bilbao, Spain, at the end of June. The event, hosted by Metro Bilbao, gathered 30 participants from 15 countries, mainly from Europe but also from Australia and Ivory Coast.
The four-day course was a unique occasion to improve the practical knowledge of the participants on marketing in public transport, and also to address marketing issues from an international perspective, enriched by different cultural approaches and points of view. The team of trainers again did a wonderful job: thanks to their excellent preparation and commitment, participants learnt about marketing strategies, communication and promotion, branding, megatrends and marketing management.

Academic network
UITP’S ACADEMIC Network held its first thematic meeting on ‘The economic appraisal of public transport projects’ in June in Brussels, Belgium.
This meeting was part of the new repositioning of the Academic Network as a pool of scientific expertise that can be mobilised to work with practitioners on specific issues.
The purpose was to discuss advances in economic appraisal methodology as well as providing input for a Focus Paper on the subject, which supports project appraisal methodologies that better highlight the comparative benefits of public transport projects.
Academics presented recent economic appraisal methodologies, and the reverse angle was covered by officials from the European Investment Bank and the European Commission, who presented their own appraisal methodologies.

UITP/UNEP TV campaign launched during Olympics
THE CHINESE version of UITP and UNEP’s award-winning advertising campaign was launched by Beijing Mass Transit Railway Operation Corporation Ltd in mainland China. It will be broadcast on the Beijing metro system throughout the period of the Olympic Games. It is also being launched in Hong Kong by the Kowloon Motor Bus Co. (1933) Ltd.

New Vice-Chair representing Malaysia
SUFFIAN Baharuddin, Chief Executive Officer of Rapid KL, was recently nominated as Vice-Chair of the Asia-Pacific Executive Committee representing Malaysia.
The Committee, chaired by Eum Sung Jick, Chief Executive Officer and President of SMRT, Korea, counts with seven Vice-Chairs from the region and strategically manages all matters concerning the Asia-Pacific Division.

UNIFE reconfirms commitment to Sustainable Development Charter

THE EUROPEAN Rail Supply Industry Association (UNIFE) reconfirmed its commitment to the UITP Sustainable Development Charter at a joint event, ‘The challenges of Sustainable Mobility’, where UNIFE Director General Michael Clausecker, signed the UITP Charter.
The UNIFE Transport & Environment Working Group will be the main point of contact to foster dialogue between the two associations on this topic.

Clean Development Mechanism
UITP met up with several of its members to discuss the future of the Clean Development Mechanism (CDM) at the recent workshop organised in Washington, USA, by the World Bank and the Clean Air Institute. CDM is the Kyoto approved mechanism for the developed world to finance clean technology in the developing world. It offers the potential to fund sustainable transport projects in developing countries. UITP was encouraged by the members present to continue working with them to see how this mechanism could be better adapted to financing public transport. Upcoming activities include a joint side event on transport at the next UNFCCC meeting in Poznan, Poland.

Communicating on climate change
The Climate Change and Communications Working Group, co-organised by UITP’s Communications Department and the Sustainable Development Commission, met in Brussels, Belgium, last month. This working group is collecting examples of communications campaigns that use climate change as one of the main messages. An interesting example of a campaign was presented by the Brussels public transport operator, STIB, which compared the CO2 emissions from public transport to specific brands of cars during the city’s annual car show. The group will be sending out a questionnaire on climate change campaigns during the summer. The results will be presented during the Conference on Sustainable Development in Milan this October, and will also be available on Mobi+.

European Mobility Week 2008: Be part of it!
FROM 16 to 22 September, millions of citizens across Europe and in other parts of the world will be taking part in sustainable transport initiatives during the annual European Mobility Week on the theme ‘Clean air for all’.
This year’s theme puts an emphasis on the need for improving air quality at local level: a major concern for the European Union. All public transport actors should use the Week as an opportunity to promote intermodal solutions and to give clear information on how public transport connects with other modes, proving that it can offer a good alternative to the use of the private car.
UITP, official partner of the European Mobility Week, encourages all its members to participate in this event and take this opportunity to promote public transport.

Cinerail Festival: Register your corporate films
The 17th edition of Cinerail - International Festival of Train & Metro on Film – will take place once again in the French capital from 25 to 31 March 2009. One of the highlights of the festival will be the presentation of the most recent audiovisual productions from railways or public transport companies. This event is entirely dedicated to audiovisual communications and films produced on metro and railway themes. The ‘Corporate and advertising films’ competition will take place at UIC headquarters in Paris on 26-27 March 2009. As an official partner of the Cinerail festival, UITP invites its members to submit their corporate communications films for the competition. Registrations will start from 3 September to 28 November 2008.

The bus of the future leaves from Rome!
LED by UITP, the ‘European Bus System of the Future (EBSF)’ project is one of the largest surface transport projects ever funded by the European Union under the 7th Framework Programme for R&D (total budget of around EUR 26 million). For the first time, this project will bring together the five leading European bus manufactures (Evobus/Mercedes, Irisbus Iveco, Neoman, Scania, Volvo) and 42 other partners including transport operators and national transport associations, public transport authorities and the supply industry.
The project aims at conceiving and developing an innovative high-quality bus system, which is fully integrated within the urban environment, in order to make public transport more attractive and to strengthen the competitiveness of the European industries of the sector. The project will last four years, during which prototypes of bus systems and subsystems will be built.
The official launch of the project will take place in Rome, Italy, on 4 September, in the presence of European Commission Vice-President responsible for Transport, Antonio Tajani.
To ensure a smooth coordination of the Consortium during the four years of the project life, UITP has appointed Umberto Guida as EBSF Project Director. Maeva Zebrowski has been recruited as Work Package Manager to strengthen the EBSF project team, which will be hosted inside the newly-established EU Projects Unit of UITP.

Partnership with ‘Transports Publics’ exhibition
Within the framework of ‘Transports Publics 2008’, the European mobility exhibition held in Paris in June, UITP signed a collaboration agreement with the association representing French public transport operators (UTP), the French Group of Urban Transport Organising Authorities (GART), and GIE Objectif transport public (the exhibition organiser).
This agreement paves the way for closer collaboration between the four organisations for the 2010 and 2012 editions of this exhibition, with a view to ultimately co-organising a biennial world exhibition of sustainable mobility in Paris. We look forward to a fruitful partnership.

MetroCities: moving into the 3rd millennium
How new technologies shape our metros
THE METRO Division of UITP, which celebrated its 50th anniversary last year, will again offer a top quality conference this year. In December, the latest fully automatic metro will have started commercial revenue service in Lausanne. Not so long ago, conventional wisdom argued that only cities with a critical minimal size could be eligible for such investment. Vienna Exhibition filling up fast!
THE MOBILITY & City Transport Exhibition, held in conjunction with UITP’s 58th World Congress, will take place from 8 to 11 June 2009 in Vienna, Austria.
Expected to be the most interactive platform for innovations, advanced solutions, vehicles and components, the exhibition is attracting exhibitors from all over the world. Over 8,000m² have already been reserved by exhibitors, including 78 of the major actors in the public transport sector. We are expecting more than 6,000 visitors from some 90 countries.

| UITP Direct welcomes Elio Catania, member of UITP’s Policy Board and Chairman and CEO of Azienda Trasporti Milanesi (ATM), host of the 2nd UITP Sustainable Development Conference.
ATM was among the first signatories of UITP’s Sustainable Development Charter in 2003. How does ATM integrate sustainable development into its daily business? Could you give us a few examples of what has been put in place in Milan’s public transport network?
One of the main issues in ATM’s 2008-2010 business plan is environmental and energy sustainability: the aim is to reach a 7.5% reduction in the company’s energy balance by targeted intervention on both infrastructure and the vehicle fleet.
Today ATM uses 8.7% of renewable energies (solar, wind, hydroelectric). This amount is expected to increase thanks to the project of installing photovoltaic panels over the Precotto depot area. This is the first step towards a large-scale plan.
Moreover, ATM allocates significant resources for the purchase of new vehicles. The new fleet will be equipped with more modern and more energy-efficient technology. These operations will allow a 50% reduction in carbon monoxide and a 90% reduction in unburnt hydrocarbons and pm10 by 2010.
Milan will host the Expo in 2015. What is the city’s vision for this challenge and beyond?
To be ready for the Expo challenge, the keywords are environmental and energetic sustainability, civic education and social integration. These are the tough issues that surround the challenge Italy faces in Milan, a microcosm where they become crucial, and that ATM, a symbol of the city, fully represents. As Italy’s leading public transport company, ATM never stops, but looks toward the future, accepting the challenge of change in order to grow and become even stronger. To achieve this goal, it is donning a new, more modern image, drawing inspiration from abroad and the integration of northern Italy’s transport system. ATM will reach its aim because it is a company willing to put itself to the test in order to grow and strengthen its competitive capacity and sense of belonging to Europe.
