Funding and Public Private Partnership (PPPs) in Public Transport

Guido Bruggeman is an international urban transport expert with over 40 years’ experience in the urban transport sector. After his study at the Breda University of Applied Sciences in the Netherlands, he started his career in 1980 at the Municipal Transport Company (GVB) in Amsterdam (Netherlands) where he held several positions in planning and operations of public transport. From 2000, he worked for 7 years as an Urban Transport Specialist at the European Bank of Reconstruction and Development (EBRD) in London. Since 2007, he is working as an independent international urban transport consultant with specific focus on public transport. He has hands-on experience with design and optimisation of public transport networks, operations planning, multi-modal integration, sustainable urban mobility plans and development of institutional and organisational frameworks for urban transport. Guido is Lead Trainer for international training programs of the UITP Academy. He has working experience in 35 countries around the world and worked with all major multilateral Financial Institutions like ADB, AfDB, EIB, EBRD, IFC and World Bank as well as with GIZ, UNDP, AFD, KfW and KIAT.

Alok is the CEO & Managing Director of Trans-consult. He is an international expert in public transport operations and management, with specialisation in new technology, artificial intelligence, data analytics, and clean fuel technologies. With 30 years of experience in the industry, Alok has worked with an array of international consultants and leading transport operators such as MTR Corporation Hong Kong and Kowloon Motor Bus Hong Kong.

He is an international expert trainer and a Fellow of Civic Exchange, a Hong Kong-based non-profit independent think tank. He regularly teaches at the University of Hong Kong and serves as a Member of the Transport Policy Committee of the Chartered Institute of Logistics and Transport in Hong Kong. He has several publications to his credit, including contribution to a book on best practice in railways operations and management.

Jo is the Executive Branch Manager for Light Rail Operations at Transport Canberra City Services (TCCS). She holds a master’s in Systems Engineering from Loughborough University in the UK, she was sponsored by British Aerospace and started her career in the UK in the Defence Industry in the Military.

Fixed and Rotary Aircraft programs, she also worked on the Queen Elizabeth Class Aircraft Carrier.

Jo transitioned to Australia and the Rail Industry in 2011 when offered a job to work in Sydney for RailCorp as the Safety Assurance Manager for the operational readiness of the Waratah Rolling Stock fleet introduced via a Public-Private Partnership (PPP).  Following this, she worked on a range of other TfNSW and Sydney Trains programs. Within her current role in TCCS, she is responsible for the management of the Canberra Metro Public-Private Partnership for Stage 1 operations.

Ian leads the new Department of Transport Train Services team with contractural accountability for Metropolitan, Regional, and Interstate passenger and freight services and assets.

Previously, Ian launched ION LRT on June 21st, 2019, having led Keolis Grand River LP as General Manager since July 2016 building the 100-strong team which is now delivering the Operations and Maintenance of the new ION LRT for the Region of Waterloo under a DBFOM PPP. GrandLinq is the PPP Concessionaire and has contracted Keolis Grand River LP for 30 years.

Ian is an experienced and talented rail leader with a career ranging across light rail, mainline and heavy-haul, through operations, maintenance, franchising, and design. Ian is proud to be one of the few people to have led the launch of a new light rail system and the first privately operated LRT in Canada.

A Chartered Civil Engineer and multi-disciplinary railway professional, Ian has 18 years experience of in a range of rail-related management positions and projects. His key strengths include an understanding of the interaction of operations and assets, including the impacts of configuration, condition, and reliability. A strong communicator and engaging presenter, Ian is comfortable working with all levels.

As  Manager, UITP (International Association of Public Transport) MENA office Dure is responsible for daily operations and all membership activities. She been working in the  for Nineteen years with major MNCs, media, government organizations, Non-Profits and Associations. Specializing in sponsorship management, digital marketing and logistics. Dure’s list of achievements include managing events and exhibitions having 2000+ attendees such as MENA Fitness congress and MENA Transport Congress & Exhibition.

Dure holds a Master’s in Business Management degree with a major in marketing.
