About: 

Objectives of the course

  • Broaden your knowledge on institutional and regulatory framework of public transport
  • Gain a deeper understanding of the 4 main models of organisation: Direct awarding, Deregulation, Route tendering and Network tendering including the roles and competences of various actors, risks and responsibilities sharing between authority and operator, quality incentives in contracts, etc.
  • Discuss and apply during workshops the lessons learnt from these models of organisation : success factors and limitations
  • Have a better understanding of the implementation of the European Regulation 1370/2007 on public passenger transport services by rail and by road

Target audience

  • Professionals interested in obtaining a wider perspective on alternative ways to organise the provision of public transport services and on how these services are contracted in other cities and countries.
  • Professionals eager to develop their understanding of public transport service contracting, competitive tendering and quality management
  • The course is adapted to experienced professionals but also to newcomers in the sector and welcomes participants from local transport authorities, public transport operators, the supply industry and regulatory bodies.

    Who are our trainers?

    Our course moderator and expert, Didier van de Velde, and other trainers who are experienced professionals in the fields of public transport service contracting, competitive tendering, quality management and regulatory affairs.

    Didier van de Velde, Researcher at the Delft University of Technology and Director at inno-V, The Netherlands

    Mr. van de Velde's research and advisory work concentrates on regulatory reforms in local public transport and the railway sector. He is expert on public transport institutional reforms and has a wide knowledge on practices and reforms undertaken in European public transport during the last decades. He participated in many European research studies on these topics and advised local authorities, ministries and the European Commission on issues pertaining to institutional reforms and the introduction of competition in public transport.

    Participation fees include:

    • Training instruction
    • Lunches and coffee breaks

    • All training documents: Binder including all presentations and supporting documents; Access to all training material via UITP's electronic library Mobi+ (after the training)

    Limited to 25 participants to maximise the learning experience and interaction during the programme. Places allocated on a first-come, first served basis.

    Terms and conditions

    • Once the applicant is registered, a proforma invoice will be issued to his attention. An invoice will be sent to you once the payment is done.
    • Bank fees are at the charge of the participant.
    • Please note that registration is assured only upon receipt of registration fees or a proof of payment (ex: copy of bank transfer to be sent by email to helene.danneels@uitp.org or by fax to +32 2 660 10 72 to the attention of Hélène Danneels)
    • If participation fees are not received by 23 September 2016, UITP will cancel your registration and reattribute your place on the course to another candidate on the waiting list.
    • Registered participants whose payment is not initiated BEFORE the training programme will not be allowed to attend the course.
    • UITP will not cover travel and accommodation costs for participation in the training programme.
    • The organiser reserves the right to make amendments to the programme or any related activity at its discretion.

    Cancellation policy

    • Cancellation can be made free of charge provided that it is received in writing by 30 September 2016.
    • In case of cancellation after 30 September 2016UITP will deduct 50% of the applicable registration fee (less applicable bank charges).
    • Please note that no deduction can be made after 14 October 2016 and the registration fees are still due, even in case of no show.
    • You may nominate another person from the same organisation at any time without penalty.
