The Innovation Fund uses EU Emissions Trading System revenues to support the demonstration and deployment of highly innovative net-zero and low-carbon technologies.

Its relevance to public transport is strongest where a project demonstrates an eligible innovative technology, including in energy storage, renewable energy or net-zero mobility. Eligibility depends on the applicable call, the degree of innovation, greenhouse-gas emission avoidance, project maturity, scalability and cost efficiency. Routine purchases of established vehicles or charging equipment should not be assumed eligible.

Regular grants can cover up to 60% of relevant costs calculated under the call’s methodology. Projects may be submitted by a single beneficiary. Competitive auctions follow separate support rules.

The 2025 Net-Zero Technologies call had a budget of €2.9 billion and closed on 23 April 2026. Its general-decarbonisation topics distinguished small-scale projects with capital expenditure above €2.5 million and up to €20 million, medium-scale projects above €20 million and up to €100 million, and large-scale projects above €100 million.

Applicants should consult the official calls overview and Funding & Tenders Portal for new opportunities and detailed eligibility requirements.
