Recovery and Resilience Facility (RRF) – Closure Phase
€723.8 billion (2021-2023, Next Generation EU)
The Recovery and Resilience Facility (RRF) is the principal instrument of NextGenerationEU. It provides performance-based support to Member States for reforms and investments included in approved national recovery and resilience plans.
These plans have supported public transport infrastructure, fleet renewal, electrification and digitalisation, subject to national measures and eligibility conditions. EU payments to Member States depend on the achievement of agreed milestones and targets.
The Facility is now in its closure phase. All milestones and targets had to be completed by 31 August 2026, and Member States had until 30 September 2026 to submit their final payment requests. The European Commission must complete payments by 31 December 2026.
Public transport organisations involved in RRF-supported measures should contact the responsible national implementing authority regarding outstanding reporting, verification and payment arrangements.
The RRF should no longer be treated as a general funding opportunity for new projects. Specific financial instruments established under approved plans may have separate conditions governing downstream investments.
