Renée Amilcar is the General Manager of OC Transpo in Ottawa. She has made a reputation as a global leader in sustainability and innovation in the transportation industry. Her people-first approach and strategic vision is a model for service organizations. Renée is an Industrial Engineer with a degree from École Polytechnique in Montréal, and has a Master of Business Administration from Université de Sherbrooke. She is also a member of the Ordre des ingénieurs du Québec.

Renée’s career in transportation began in 2002 at the Société de transport de Montréal (STM), where she rose the ranks to become the first female Director of Bus Maintenance. In 2014, Renée became STM’s Executive Director of Bus Service, leading a team of more than 5,300 employees and a fleet of 1,800 buses. During this time, she led STM’s electric bus network transformation.

In 2021, Renée joined the City of Ottawa as the first female General Manager of OC Transpo. Renée is overseeing many projects such as the electrification of Ottawa’s transit fleet, including the deployment of 350 zero-emission buses. This initiative will fully convert OC Transpo’s bus fleet to emission-free buses by 2036.

In addition, Renée leads a team responsible for Ottawa’s Stage 2 Light Rail Transit project. This exciting expansion will extend light rail service to the Ottawa International Airport and bringlight rail within 5km of the homes of nearly 80 percent of Ottawa residents. Renée implemented a robust marketing and recruitment campaign to address current and future staffing and ridership needs.

Renée is a champion for equity, inclusion, and diversity. On industry trends, Renée is at the forefront, spearheading innovative marketing campaigns, recruitment programs, and embracing new technologies to improve transit in Ottawa. She is also an inspirational rolemodel for women in business.

In 2018, Renée received the Mercuriades Outstanding Woman in Leadership Award from the Fédération des chambres de commerce du Québec. Her accomplishments also include becoming the first female Bus Committee Chair at the International Association of Public Transit (UITP), where she quickly excelled to be appointed president of UITP. Renée’s official inaugural ceremony for UITP president took place in June 2023.

Kevin Quinn is the Chief Executive Officer of TransLink, Metro Vancouver’s award-winning transportation authority. As CEO, Kevin Quinn oversees management, planning, finance, and the growth and delivery of bus services, SkyTrain, SeaBus, HandyDART, and West Coast Express transit services, as well as cycling and walking infrastructure, five bridges, and the Major Road Network.

Under Kevin’s leadership, TransLink has released several plans that shape the future of transportation in the region, including Transport 2050, TransLink’s latest Regional Transportation Strategy and Transport 2050: 10-Year Priorities, the Climate Action Strategy, the Customer Experience Action Plan, the 2022 Investment Plan, and the Real Estate Development Program.

With sights set on the future and feet grounded in the present, Kevin takes every opportunity to listen to customers’ needs and ensures that TransLink continues to make strides forward for a better tomorrow by putting sustainability, reconciliation, and inclusion at the forefront.

Kevin serves on the board of directors for the American Public Transportation Association and is a member of the Presidents Group, a group of executives championing accessible and inclusive workplaces.

Prior to his time at TransLink, Kevin served as Administrator and CEO of the Maryland Transit Administration (MTA). Kevin holds a master’s degree in Public Policy from Johns Hopkins University and was recognized as one of Mass Transit magazine’s Top 40 under 40 transit professionals.

Nadine Lee is the President & Chief Executive Officer of Dallas Area Rapid Transit (DART), a 3700-employee organization serving 13 cities with bus, light rail, commuter rail, microtransit, and paratransit services across a 700-square mile area.

Nadine previously served as Chief of Staff for Los Angeles County Metropolitan Transportation Authority (Metro). In this role, Nadine drove coordination and delivery of projects, programs, and services across the organization to provide a world-class transportation system for the residents and visitors of Los Angeles County. Three foundational culture-transformation functions were established under her leadership: the Office of Equity and Race, Customer Experience, and the Better Bus Program. She also served as Deputy Chief Innovation Officer in the Office of Extraordinary Innovation where she led the development of Vision 2028, Metro’s 10-year strategic plan to increase prosperity for L.A. County through improved mobility.

Prior to her tenure in Los Angeles, Nadine led the development and implementation of the Flatiron Flyer Bus Rapid Transit for Denver’s Regional Transportation District (RTD), a project that produced a 40% increase in corridor ridership in the first few months of revenue service. Nadine also led the Northwest Rail and Commuter Rail Maintenance Facility projects in the FasTracks Program.

Nadine was appointed to the Leadership APTA Committee in 2019 and is a past Director on the WTS International Board. She was awarded 2019 WTS International Woman of the Year. Nadine participated in the 2019 APTA International Study Mission to explore Mobility-as-a-Service (MaaS) in three European cities. She also studied the role of performance management in improving service delivery in four Southeast Asia cities as part of the TCRP International Transit Studies Program. A registered Professional Engineer in Colorado and Kansas, Nadine received her B.S. in Civil Engineering from the University of Missouri-Columbia.

Mohamed Mezghani is the Secretary General of the International Association of Public Transport (UITP) since 2018. He has been working for more than 30 years in public transport and urban mobility related fields in different roles: knowledge manager and director, adviser and consultant as well as researcher. He has led many initiatives including advocacy activities, studies, technical assistance, training programmes and professional events in more than 70 countries on all continents, engaging with international organisations, government officials, mobility professionals and academia.

He has been graduated in Industrial Engineering (1987) from Ecole Nationale d’Ingénieurs de Tunis, Tunisia and has a Master in Transport (1988) from Ecole Nationale des Ponts et Chaussées, Paris, France.

Sarah Ross serves as the Vice-President of Transportation Planning and Policy, where she plays a critical role in shaping Metro Vancouver’s transportation landscape. Sarah’s keen focus on advancing TransLink’s Access for Everyone vision is guided by her core belief that the job of transportation planners is to break down inequality and increase access, in ways that minimize the negative environmental and health impacts of travel. She leads an exceptional team responsible for developing comprehensive policies, funding strategies, network, and infrastructure plans to meet the diverse needs of the region’s growing population. She also oversees the team responsible for transportation analytics, research, and forecasting.

With over 25 years of experience in transportation planning and research, Sarah brings a wealth of expertise to her role. She has been instrumental in delivering multibillion-dollar transportation plans. She has crafted long-term visions that prioritize the region’s mobility needs while aligning with broader sustainability objectives. Sarah is a champion for accessibility, improving the customer experience of taking public transit, and building safer cycling and walking infrastructure.

Sarah’s academic background, which includes degrees from McGill University (BA Sociology), University of Toronto (MA Sociology), and University of British Columbia (MA Planning), underscores her deep understanding of the complexities of transportation planning and management. Beyond her professional pursuits, Sarah is an urban cyclist and finds fulfillment in outdoor activities such as trail running, coaching cross-country skiing and, cheering at her kids’ soccer games.

Jaspal Singh has 16+ years of experience in mobility, innovation, and technology space. He is currently serving as the Senior Director of Membership and Global Operations (MGO) at UITP (International Association of Public Transport). His earlier roles include serving as the Manager of the IT and Innovation Committee and as the Head of the UITP India Office.

He is also the host of Mobility Innovators Podcast. He has a 360-degree view of the sector as he has worked with the public agencies, operator, startups, and consulting firms.

He is also Principal at Valoriser Consultants, Inc. specializing in new mobility, cleantech, startups, electric mobility, and ITS. Previously, he was working with a public transit authority, reforming the urban transport system in India. In past, he also worked with Uber India’s early team to navigate the regulatory challenges and build partnerships.

He has received several awards for his contribution in the field of public transport and social work, as well as has been widely quoted in publications. He completed his Master of Management and Innovation (MMIE) at Queen’s University, Canada and received his master’s in business administration specialized in International Business.

He is actively working with startups in mobility and logistics space as an advisor, mentor, and investor. Jaspal is an avid traveller and travelled to around 55 countries around the world and counting.

Maulik joined the RTA as Senior Deputy Executive Director of Planning and Capital Programming in October 2023. He is charged with leading the implementation of the agency’s regional transit strategic plan, “Transit is the Answer”, which addresses adapting and improving the system post-COVID.

Maulik has 15 years or experience in sustainable urban transportation, large-agency transit management and data-driven policy and program implementation. He comes to the RTA from the Chicago Transit Authority (CTA), where he served as Vice President, Innovation for the past 11 years. Notably, Maulik was responsible for creating CTA’s first rider focused customer experience and marketing strategy and leading the implementation of the “Meeting the Moment” action plan to realign the agency toward post-pandemic customer success. Before the CTA, Maulik was a Transportation Planner for Arup in San Fransisco. He is a graduate of Lake Forest College and earned a Master’s from the University of Illinois at Urbana-Champaign
