Bertrand GOALOU is leading the sustainable urban transport and railways activities of the Transport Sector Group in the Sustainable Development and Climate Change Department of the Asian Development Bank. He provides advice, expertise and support to Operations Departments and assists in the development of transport sector assistance to align with clients emerging needs and corporate objectives. Bertrand joined ADB in 2010 as project Team Leader and devised sustainable urban transport projects in Central West Asia with a focus on innovative and transformative solutions. He holds a postgraduate degree in urban planning and transport from ParisTech, France and a master degree in civil engineering and urban planning from the National Institute for Applied Sciences (INSA), France.

Lena began her career with consultancies working on a wide range of projects from masterplans to hotels, luxury residences and sustainable developments. Having spent 17 years with one of Malaysia’s largest public-listed corporations, her role now with Railway Assets Corporation (RAC) is to support the creation of transit-oriented developments and regenerating RAC’s railway heritage assets for future generations of Malaysia.

RAC’s objectives today go beyond asset management but also aim to unlock the economic potential of railway lands, generate sustainable revenue, and improve the overall passenger experience. TODs for RAC must be aligned with national policies like the KL City Masterplan 2040 and the 13th Malaysia Plan (RMK13), which emphasize infrastructure investment, urban regeneration, and regional growth. By leveraging railway infrastructure into new regional developments such as Ipoh Sentral and Seremban Sentral, RAC is helping to create development throughout Malaysia with regional TODs.

Mr Zhao has extensive experience in urban transport policy and integrated transport planning. He has led or participated in more than 10 national, provincial, and ministerial-level projects and managed over 20 local projects. He has contributed to six published books and six technical standards, holds two authorised invention patents, and has published more than 10 academic papers. He has also received five Science and Technology Progress Awards from national industry associations and professional societies.

Devina is an Executive-Level Program Director and Engineer with 16 years’ experience developing and delivering multi-billion-dollar rail, transport infrastructure, digital systems and technology programs. She specialises in managing the complex intersection between traditional engineering and digital solutions.

With a strong technical background in Mechanical and Transport Engineering, Devina has directed and delivered high-risk, complex major projects and programs, including the $ 1.8B myki Future Ticketing Program and the establishment of commercial entity and operations for the Sydney Metro Western Sydney Airport PPP.

Her expertise spans systems integration, major contract management, and bringing multi-disciplinary teams together to transition major assets from construction into live operations. She has deep experience in managing global teams to deliver safety-critical infrastructure solutions and services.
