The EU’s local and regional public transport sector includes globally recognised operators and industry leaders whose operational, technological, and business expertise is exported worldwide through consultancy, engineering, and service operations.

With this in mind, UITP fully supports the Industrial Accelerator Act (IAA)’s objective to “support the development, competitiveness and resilience of the Union’s manufacturing sector” and endorses the principle of European preference as a means of reinforcing both European industry and the Union’s competitiveness and security.

To achieve these objectives effectively, however, the IAA must be implemented pragmatically, preserving the public transport sector’s competitiveness and capacity to invest sustainably, while ensuring full alignment with the future Public Procurement Act.

Contents:

  • The EU preference should be gradually implemented
  • Decarbonisation should remain the priority and should not be compromised by more complex procurement rules
  • Exemptions set out in Article 11 must be preserved, clarified and extended
  • The IAA should not generate extra administrative burden for contracting entities and authorities
