Horizon Europe is the EU programme for research and innovation.

Public transport opportunities arise through Cluster 5, “Climate, Energy and Mobility”, relevant European partnerships and EU Missions, including the Climate-Neutral and Smart Cities Mission.

Depending on the topic, projects may support innovative mobility solutions, demonstrations, digital systems and approaches to decarbonisation, accessibility and inclusive mobility.

Applicants must match the specific topic’s objectives, expected outcomes, technology-readiness requirements and eligibility conditions. Collaborative calls normally require an international consortium; the precise requirements depend on the action and topic.

Funding rates are generally up to 100% for research and innovation actions and coordination and support actions. Innovation actions generally receive up to 70%, rising to 100% for non-profit legal entities where applicable. Specific topics may provide different conditions.

Applicants should use the current 2026–2027 work programmes and amendments and the Funding & Tenders Portal to identify opportunities.

Participation in an EU Mission does not automatically award funding. Routine fleet or infrastructure procurement alone does not constitute a research and innovation project.
