Modernisation Fund
ETS-driven (2021-2030)
The Modernisation Fund supports energy-system modernisation and energy-efficiency investment during 2021–2030 in 13 Member States: Bulgaria, Croatia, Czechia, Estonia, Greece, Hungary, Latvia, Lithuania, Poland, Portugal, Romania, Slovakia and Slovenia.
It is financed through EU Emissions Trading System allowance auctions and transfers. Its financing includes revenues from the original 2% of allowances for 2021–2030 and an additional 2.5% for 2024–2030, alongside transfers made by beneficiary Member States.
Relevant public transport investments may include energy-efficiency improvements and infrastructure for zero-emission mobility where they meet the Fund’s requirements and national scheme conditions.
Public and private entities may benefit, but project promoters cannot apply directly to the EU-level Fund. Member States select and submit investments and determine national support arrangements, which may include grants, loans, guarantees or other instruments.
Applicants should contact the responsible national authority to identify available schemes, eligible expenditure, support rates and application deadlines.
The Fund’s resources depend on allowance-auction revenues. Estimates of its overall financial size should therefore be understood in relation to their carbon-price assumptions.
