European Investment Bank financing and advisory support
(Ongoing)
The European Investment Bank (EIB) provides long-term financing for eligible sustainable public transport investments, including infrastructure, clean fleets and associated facilities.
Promoters can explore direct project loans, framework loans covering investment programmes and financing through intermediaries. The EIB typically finances up to 50% of project costs. Public-sector loans generally start at €25 million, while smaller investments may be bundled into larger programmes or financed through intermediaries.
Lending amounts, conditions and any higher financing shares depend on the applicable product and the Bank’s appraisal.
The EIB also provides project-preparation and advisory support through services including ELENA, JASPERS and the InvestEU Advisory Hub.
ELENA can cover up to 90% of eligible preparation costs for qualifying investment programmes, including innovative urban transport. This support helps promoters prepare and implement investments; it does not cover 90% of the cost of vehicles or infrastructure or automatically secure an EIB loan.
Promoters are encouraged to contact the EIB early to discuss project scope, readiness, procurement, financing structure and potential advisory assistance.
