Social Climate Fund
€86.7bn (2027-2032)
The Social Climate Fund (SCF) supports vulnerable households, vulnerable micro-enterprises and vulnerable transport users affected by the transition to carbon pricing in buildings and road transport.
The Fund covers 2026-2032, ahead of ETS2 becoming fully operational in 2028. The EU contribution is up to €65 billion. Together with Member States’ contributions of at least 25% of their Social Climate Plans’ estimated total costs, the Fund is expected to mobilise at least €86.7 billion.
Public transport can play an important role through measures improving affordability and accessibility, encouraging a shift towards sustainable mobility and reducing transport poverty. Supported measures must benefit the Fund’s target groups and be included in national Social Climate Plans.
The Fund is implemented through national measures rather than a general EU-level call for public transport operators. Operators and authorities should consult their national plan and responsible authority regarding project selection and application arrangements.
EU payments to Member States depend on agreed milestones and targets. Temporary direct income support is also possible, subject to a ceiling of 37.5% of the estimated total costs of a plan.
UITP advocates investment in affordable, accessible and sustainable public transport as a central component of an effective response to transport poverty.
