UITP Asia-Pacific Division Meeting 2025

Mohamed Mezghani is the Secretary General of the International Association of Public Transport (UITP) since 2018. He has been working for more than 30 years in public transport and urban mobility related fields in different roles: knowledge manager and director, adviser and consultant as well as researcher. He has led many initiatives including advocacy activities, studies, technical assistance, training programmes and professional events in more than 70 countries on all continents, engaging with international organisations, government officials, mobility professionals and academia.

He has been graduated in Industrial Engineering (1987) from Ecole Nationale d’Ingénieurs de Tunis, Tunisia and has a Master in Transport (1988) from Ecole Nationale des Ponts et Chaussées, Paris, France.

Jeremy Yap is the Senior Director of the National Transport Academy (NTA) at Singapore’s Ministry of Transport (MOT) and serves as an Associate Professor (Practice) at the Singapore University of Social Sciences (SUSS).

Prior to his secondment to MOT in September 2025, Jeremy served as Deputy Chief Executive, Public Transport, Policy and Planning at the Land Transport Authority (LTA) of Singapore from 2015. He oversaw the development, procurement and regulation of public transport services, new mobility services like ride hail, bike sharing and Singapore’s national cycling master plan.

Jeremy is an Advocate and Solicitor of Singapore’s Supreme Court and was in legal practice before joining LTA.

He was seconded to Singapore’s Ministry of Transport (2004-2007) as Deputy Director (Land) before returning to oversee the Vehicle and Transit Licensing Group as the Registrar of Vehicles till 2010. As Group Director, Policy & Planning (2010–2014), Jeremy directed the formulation, review, and implementation of land transport policies and planning of transport infrastructure and systems and was instrumental in launching the first Land Transport Master Plan.

Jeremy currently serves on the UITP Executive Board as Vice President and is the Chairperson for the Asia-Pacific Division from 2023 to 2027. He was the Chairperson of the UITP Organising Authorities Division (OAD) from 2019 to 2023, and Chairperson o the UITP Organising Authorities Committee (OAC) from 2015 to 2019.

Mr. Song Xiaoming, male, 50 years old, from Hubei, China, holds a Master’s degree in Business Administration and is a senior economist. He started working in July 1994 at Guangzhou Port Group, serving in various positions including Deputy Director of the Office and Head of the Production Business Department. In 2015, he became the Deputy General Manager of Guangzhou Port Co., Ltd., and in 2019, he was appointed as the Deputy General Manager of Guangzhou Port Group Co., Ltd., as well as the Director, Deputy General Manager, and Party Secretary of Guangzhou Port Co., Ltd. He has also served as the President of the Guangzhou Electronic Port Association. In June 2024, he was elected as the Deputy Party Secretary, Vice Chairman, and General Manager of Guangzhou Public Transport Group Co., Ltd.

Shri Shalabh Goel is an Electrical Engineer Officer of Indian Railways, presently on deputation to National Capital Region Transport Corporation (NCRTC) as its Managing Director. He has more than 30 years of experience in different facets of Railway working, both in Administrative and Technical Capacities. He has worked in different Zonal Railways, Delhi Metro Rail Corporation (DMRC) and Ministry of Railways. NCRTC is constructing the first semi-high-speed corridor of India with operational speed of 160 kmph, between Sarai Kale Khan in Delhi to Modipuram in Uttar Pradesh. This is going to change the face of commute in area in and around the National Capital.

Mr Jeffrey Sim Vee Ming is the Group Chief Executive Officer (CEO) of SBS Transit and concurrently, the CEO of its Rail Business. He has been with the Company since 2015 and had helmed various appointments including being the Head of the North East Line (NEL) and the Sengkang-Punggol Light Rail Transit (SPLRT), and Head of Engineering for both networks.

He is a Fellow and a Chartered Engineer accredited by the Institution of Engineers, Singapore and sits on the Board of the Land Transport Authority’s Singapore Rail Academy. He is also an Industry Advisory Committee member of the Singapore Institute of Technology’s Engineering Systems Programme. A member of the Transportation Standards Committee, he participates in the development and maintenance of relevant standards for the transportation industry.

Before joining SBS Transit in 2015, Mr Sim was a Group Commander in the Republic of Singapore Air Force where he spent 15 years holding various senior command and staff positions in engineering, maintenance, logistics and planning. He holds a Bachelor (Honours) and a Master of Engineering from the National University of Singapore (NUS) as well as a Master of Arts (with distinction) from Massey University, New Zealand. He has also attended executive management programmes conducted by the Lee Kuan Yew School of Public Policy and the NUS Business School.

Graduated from Tongji University in China and alumnus of École des Ponts ParisTech (Degree in Engineering), Ethan started his career in Transportation with Veolia Environment Group in France. With years of experience in leadership positions supported by proven track records in Transportation industry covering business development, M&A, project delivery and general management, Ethan joined Kowloon Motor Bus (KMB) in 2023 and currently acts as Deputy General Manager of Shenzhen Bus Group, a Joint Venture between KMB and Shenzhen municipal government.

Mr Wong joined the Company in 1995 as Operating Management Trainee and has since then advanced his career in the Company having taken on different positions. He has been the Mainland China Business Director and a Member of the Executive Directorate since 1 January 2023. Prior to his current position, Mr Wong was appointed as General Manager – Shenzhen Line 4 in July 2017, Chief of Operating in January 2020 and Chief of Operating and Metro Segment in July 2021. He is currently the Chairman of Ngong Ping 360 Limited.

Mr Wong is responsible for overseeing the Company’s business portfolios in Mainland China and is accountable for their business performance.

Mr Wong is currently the Vice Chair of the Asia-Pacific Committee of the International Association of Public Transport (UITP) and a member of its Asia-Pacific Urban Rail Platform Committee as well as a member of its Policy Board – National Ambassador China Hong Kong. He is also a member of the HKTDC Mainland Business Advisory Committee. Mr Wong is a fellow member of the China Hong Kong Railway Institution and a member of The Chartered Institute of Logistics and Transport in Hong Kong. He holds a Bachelor of Engineering (Honour) degree from The Chinese University of Hong Kong and a Master of Arts degree in Transport Policy and Planning from The University of Hong Kong.

Mr Noriyoshi Yamagami was appointed Managing Executive Officer in Tokyo Metro in June 2023 and is responsible for International Business Department. Prior to his current position he worked in the Ministry of Land, Infrastructure, Transport and Tourism, where he held many posts over his 35-year career there mainly involved in railway and transport policies. He was also dispatched to the Embassy of Japan in the U.K. twice, once as Counsellor of Transport and once as Minister of Transport. During his career, he has worked on a variety of international tasks, among them in particular, promotion of railway infrastructure system at overseas markets. 

Winston Toh is the Managing Director of public bus operator Tower Transit Singapore (TTS). He joined the business in February 2019, the year its contract to operate 30 bus services was to put up for tender. Under his leadership, TTS doubled in size, retaining its original operations in western Singapore and winning a second, bringing its share of the scheduled bus network to approximately 15%.

He brings to the business a wealth of experience in corporate leadership having served as Executive Vice President and Chief Marketing Officer at defence and engineering group ST Engineering, Deputy CEO at Workforce Development Agency, a statutory board under the Ministry of Manpower, and General Manager at business process outsourcing provider ST Electronics e-Services.

Prior to his corporate career, Winston spent 27 years in the Singapore Armed Forces where he attained the rank of Brigadier General. He is also the recipient of the prestigious Public Service Medal (PBM) and the Public Service Star (BBM). Winston has a Master of Science in Strategic Studies and a Master of Arts in Diplomacy.

Among the bus captains and staff of TTS, Winston is known for being a people-first leader. He walks the ground most mornings, visiting TTS’ bus interchanges and workshops, to build rapport with his employees and listen to their feedback.

Mark is Operations Director at New Lantau Bus Company Ltd and Kwoon Chung Bus Holdings Ltd. He obtained a Bachelor of Science in Transport & Logistics with a First Class Honours from University of Huddersfield. He is an award winning bus industry professional with over 25 years of directorate level experience in both Hong Kong and the United Kingdom (UK). Mr. Savelli served as Managing Director of various large bus operating subsidiaries of FirstGroup plc in the UK and as Regional Director (Scotland). He has also held senior positions with the three largest franchised bus operators in Hong Kong (including Deputy Managing Director of Citybus Ltd, Chief Operating Officer of New World Services Transport Limited and Transport Development Director of Kowloon Motor Bus (1933) Ltd (KMB). Mr. Savelli was awarded “UK Transport Professional of the Year 2009” (PTMA Awards) and is a Chartered Director (CDir IoD) and Chartered Fellow of the Institute of Transport and Logistics (FCILT). In 2017, Mr. Savelli was invited to join the Guangzhou Transportation Commission Expert Advisory Committee.  In 2023, Mark led KCBH’s successful bid to secure a 10 year intercity bus operating concession in Saudi Arabia with a local partner.

Mr. Wang Dajun is the Deputy Director of the Science, Technology and Information Division at the Shanghai Municipal Transportation Commission, is responsible for promoting green development in transportation. He has long focused on the application and promotion of new technologies and new energy sources that support energy conservation, pollution reduction, and carbon mitigation in the transportation sector.

Mr Shaun Tan brings an exceptional range of experience of more than 20 years in the public transport and urban mobility related fields, having held key appointments in both Singapore (ComfortDelGro and SBS Transit) and French (RATP Dev and Transdev) Public Transport Companies. He has managed operations, specialising in various modes of mobility (rail, bus and taxis) and in different cities (Singapore, China- Shanghai, Nanjing, Shenyang, and several secondary cities in Anhui  Province).

Mr Tan’s forte is in stakeholders’ collaboration and has formulated several successful partnerships for the Asia Pacific region. His extensive experience and warm personality will encourage and support UITP Asia-Pacific team to meet the needs of UITP members as we continue our work and represent member interests within and outside the association.
