Cohesion Policy Funds: ERDF and Cohesion Fund
€274 billion (2021-2027, MFF)
The European Regional Development Fund (ERDF) and the Cohesion Fund are major sources of support for sustainable public transport under the EU’s 2021–2027 cohesion policy.
Funding is delivered through national and regional programmes managed by designated authorities. Depending on the programme, eligible investments can include public transport infrastructure, clean rolling stock, charging facilities, multimodal connections and digital mobility systems.
The ERDF supports investment across EU regions. The Cohesion Fund supports eligible Member States with a gross national income per capita below 90% of the EU average.
Applicants should consult the relevant managing authority and programme calls. Eligibility, selection criteria and support rates vary. EU programme co-financing ceilings do not automatically determine the grant awarded to an individual project. Support may also be delivered through financial instruments.
Programme amendments following the 2025 cohesion policy mid-term review may affect investment priorities and available resources.
The European Urban Initiative provides additional support for locally innovative urban solutions and capacity-building. Its fourth Innovative Actions call offered up to €2 million per project and closed on 15 June 2026. Current opportunities are published on the initiative’s website.
