Rio de Janeiro is developing a new Public-Private Partnership (PPP) for the operation of a 100% electric public transport system, creating an innovative opportunity for companies and stakeholders across the mobility sector.

The project, structured as an administrative concession, brings together within a single model the operation of the service, the provision of the electric fleet, and the construction, maintenance and management of the infrastructure required for its operation, including the public depot, charging systems and supporting technologies.

The first phase includes a fleet of up to 175 battery-electric buses, with planned operations of approximately 958,000 kilometres per month.

One of the key elements of the new PPP is a public contribution of up to R$329 million, with funding associated with BNDES/Climate Fund, aimed at supporting the acquisition of the 175 electric buses.

This public contribution is designed to support fleet-related investments and reduce the project’s initial capital requirements.

The concessionaire’s remuneration will be linked to the availability of the infrastructure and the adequate delivery of services, in accordance with the parameters established in the contract.

More than simply replacing diesel buses with electric vehicles, the proposal seeks to establish a new architecture to finance, implement and operate electric public transport at scale, combining public resources, private investment, technology and operational expertise.
