With deep family roots in transport and a career spanning ASX listed companies, private operators, and government roles, Catherine Baxter, Group Executive – Transport at Brisbane City Council, brings a lifetime of connection to the public transport sector.

Grounded in community, inspired by legacy, and energised by the future, in this edition of Behind the Wheel from our Australia and New Zealand office, she reflects on the city that feels like home, the routines that keep her balanced, and the advice she hopes the next generation will carry forward.

From Brisbane’s vibrant growth to the power of lifelong learning, her story is a reminder of how public transport shapes lives, and how the people behind it shape our cities. From a proud multigenerational transport family to senior leadership roles across industry, Catherine embodies the passion and purpose driving Australia’s public transport sector forward.

With Brisbane’s growth on the horizon and the 2032 Olympics transforming the city’s future, her insights offer a compelling look at the people behind the networks that keep Australia moving.

What inspired you to pursue a career in the public transport sector?

I have a long family history in transport, with my Grandfather, Father, two uncles and brother working in the industry for many years. I started my career in the sector and have worked in ASX listed and private companies as well as Government roles over the years.

The attraction of public transport is that you can make a real difference in people’s everyday lives. It is a wonderful way to feel closely connected to the community in which I live.

Which is the city that is close to your heart and why?

In answering this question, I had to stop and think about all the different places I’ve lived, up and down the east coast of Australia. This is the third time for me living in Brisbane, and as they say, it is the charm.

Brisbane has a wonderful climate, great vibe, is growing, and with the 2032 Olympics on the horizon there are some wonderful opportunities for anyone wanting to move here. Importantly, it is where all of my family are based. It ticks all the boxes!

What is a stress buster for you?

I love to run. I’ll admit not very fast these days, but I find it a great way to manage stress, and an opportunity to listen to true crime podcasts! At times I call it my mobile meditation.

A book that you would recommend one must read.

Monash – The Soldier who shaped Australia. We hear the name Sir John Monash and can see the legacy he has left in Australia. This book provides wonderful insights and stories about someone who shaped the early stages in Australian history.

What is one pro advice that you would like to give to maintain work-life balance?

I think that the debate around work life balance will continue to rage. Things ebb and flow in life, sometimes weighted toward work and at other times toward other parts of our lives. I haven’t found the perfect “balance”, but if you aren’t comfortable about the balance, then it is within your power to do something about it.

A message that you would like to give to the youth.

Youth are the future for us. You are the future General Managers and CEOs. Make sure you invest in your development, don’t wait for someone to do it for you. You own your career, take the time to learn and grow, so that you are well placed for what the future holds for you.
