UITP has prepared a comprehensive synthesis and benchmarking of the recently published European Commission’s reports on the 2021-2027 Mid-term evaluation of Cohesion Policy programmes (ERDF, CF, JTF), as well as on the 2014-2020 Ex-post evaluation of the ERDF and Cohesion Fund, with a particular focus on public transport, and sustainable mobility.

A Shift in Focus

Both evaluations confirm the strategic role of public transport and sustainable mobility in delivering the European Green Deal and territorial cohesion objectives.

While the 2014–2020 period focused on infrastructure and connectivity, the current programming period marks a shift toward climate-neutral, multimodal, and digital mobility systems. This evolution aligns closely with UITP’s priorities on emission reduction, modal shift, and inclusion.

Key Takeaways

Both evaluations confirm that Cohesion Policy remains the EU’s most powerful and stable long-term investment sources for local public transport.

Past lessons stress the importance of solid administrative capacity, early planning and sustained co-financing to avoid delays.

Current findings highlight new opportunities in electrification, fleet renewal, digital ticketing, smart mobility and intermodality, along with stronger social and territorial inclusion goals.
