Funded under Horizon Europe, GOLIA is a three-year project that brings together 21 partners to support cities in building mobility systems that are inclusive, resilient, and ready for the future. By focusing on climate resilience, social inclusion, and governance, the project supports local authorities in rethinking how mobility is planned, governed, and delivered.
Urban mobility today faces overlapping challenges, from climate pressures and social inequalities to fragmented planning processes. GOLIA addresses these through a combination of interdisciplinary research, legal and policy expertise, and testing in urban settings. The project works to strengthen local governance, foster collaboration across sectors, and provide cities with the tools and knowledge needed for long-term, socially responsive mobility planning.
Working with cities such as Florence, Pilsen, and Antwerp, GOLIA will pilot new strategies that combine data-driven planning with inclusive stakeholder engagement. These activities will be supported by knowledge exchange with additional cities across Europe to enable broader learning and adaptation.
At the policy level, GOLIA will contribute to a Mobility Smart Governance Handbook, offering concrete recommendations to align local mobility strategies with the European Green Deal, the Sustainable Development Goals, and the EU’s transport policy framework. Through this work, the project aims to help cities in developing transport systems that are more just, democratic, and better prepared to meet changing needs.
