Published in 2024, the Letta and Draghi reports have left a lasting mark on the European political landscape. Their influence is already shaping the European Commission’s new agenda, centred on decarbonisation, competitiveness, and resilience across the European Union.
The Letta report provides an in-depth analysis of the EU’s Single Market, long considered the crown jewel of European integration. Enrico Letta presents a compelling case for strengthening the Single Market as a driver of seamless and sustainable transport across the continent. He outlines concrete steps to achieve a single European transport market and underscores the vital role of sustainable urban mobility, recognising the mobility needs of the many Europeans who live and work in cities.
The Draghi report focuses on the future of European competitiveness, with a strong emphasis on industry and innovation. Transport emerges as a central pillar in Draghi’s vision for a green and competitive Europe, especially in the face of uneven progress in decarbonisation. The report includes a detailed assessment of the transport sector, highlighting challenges in ‘hard-to-abate’ areas and offering nine policy recommendations to support a strategic, innovation-led approach.
This UITP publication offers our members a structured and accessible overview of both reports, with a special focus on their implications for public transport. It also explores related themes such as the automotive industry, innovation, and the transition to a low-carbon economy.
While direct references to public transport in both reports are limited, their overarching priorities are already guiding major initiatives within the European Commission. As such, the Letta and Draghi reports are essential reading for all stakeholders involved in shaping the future of (public) transport in Europe.
We must continue to look ahead and raise awareness of the important role that sustainable mobility plays in delivering the European Union’s priorities.
