UITP Academy is launching an online course on Governance, Sustainability & Valuation in Data Sharing for Public Transport starting on 19 April 2022 and ending on 26 April 2022. The course features 8 interactive online sessions, international case studies and workshops.

The UITP Asia Pacific Centre for Transport Excellence published ‘Sharing of data in public transport – Value, Governance and Sustainability’.

The study consulted over 100 public transport and data professionals and uncovered that there are skill gaps in organisations that pose opportunities for UITP to develop a training programme.

The training programme aims to help participants to:

  • Appreciate public transport is part of the data economy
  • Understand the challenges and regulatory risks with data sharing
  • Understand how to view data sharing through an economic lens of value
  • Explain the important elements in establishing a data sharing business model

Introduce core data concepts and purpose of the training programme through an ice breaker exercise.
This will cover a discussion of duality of data, and different types of data sharing benefits and risks. • Rise of cyberspace; law and border • Why data sharing is such complex topic • Properties of data: data as an asset and data as a right • Value chain in data • Benefits of data sharing

Session 1B: Value Chain in Data

• Simulation: Complete a pre-populated template of a memorandum to the board of directors for a public transport agency about an opportunity for data sharing • Memorandum will require participants, in groups, to: – Identify the roles within the data sharing ecosystem – Consider what can be done with access to the ‘ideal data’ and the barriers to get there
Focus: How to navigate the regulatory ecosystem of data sharing. This will cover a discussion of regulatory dilemmas in data governance. • Current themes across geographies / those specific to the audience’s geographies • Open data • Competition law – concerns around competition law and how this impact on the relationship between PTAs and private organisations • Data Protection law – such as what is personal data, data privacy, GDPR, etc. • Benefits and risks of open data • Discuss the risks of data re-identification • Presentation of the main issues • Approach adopted by the claimants • Lessons for other organisations

Session 2B: Competition Law and Data Sharing

• Simulation: regulatory risk workshop in the aftermath of a data breach – Benefits and risks of open data – Discuss the risks of data re-identification – Develop prevention measures that can be applied based upon lessons learned from the previous session • Examples of data breaches that are currently investigated (e.g. BA claim in the UK, Google GDPR claim in France etc.)
