Diploma Programme on Public Transport Security

UITP MENA is launching the Diploma Programme on Public Transport Security from September to November 2021 in collaboration with Dubai Transport Police.

This diploma programme will included 3 modules:

  • Module 1 – Fundamentals of Transport Security from 6 to 9 September 2021
  • Module 2 – Transport Security in Practice from 11 to 14 October 2021
  • Module 3 – Advanced Concepts in Transport Security from 8 to 11 November 2021

Public transport networks are susceptible to a range of incidents, which can impact service and need to be prepared for and managed. From accidents to weather events to terrorist attacks, incidents can range from the relatively minor localised routine emergency to the full-scale crisis and everything in between.  Planning and practicing response is sound practice to ensure business continuity and a resilient network. Training is essential in order for staff to have the skills necessary for the issues they face. And when something happens, a coordinated and well-managed response is essential.

The aim of this training programme is to provide participants with the necessary knowledge and tools:

  • to create or benchmark their emergency preparedness and response plans,
  • to understand the role and challenges of involved stakeholders and
  • to set up efficient cooperation schemes.

The programme includes case studies from experienced networks, as well as a table-top exercise in emergency response.

Description of the modules

Module 1 – Fundamentals of Public Transport Security

This module provides the basic foundation of public transport security know-how. It gives an overview of:

  • Security concepts and relevant threats and assets in public transport;
  • Risk assessment principles for crime and terrorism-related challenges
  • Emergency preparedness and incident management

Participants will be familiarized with the basic plans and concepts that need to be set and benefit from international best practice case studies illustrating robust approaches from public transport operators worldwide.

Module 2 –Public Transport Security in practice

This module provides operational know-how for common public transport security challenges. It gives an overview of:

  • Security audits and available safeguards;
  • Principles of crowd management and the organization of large events;
  • An available course on counter terrorism awareness for field staff.

Participants will be involved in a table-top exercise simulating a realistic incident scenario and learn to understand their role within a crisis response organization, to take decisions under stress and to continuously re-evaluate the situation as the events unfold.

Module 3 –Advanced concepts in public transport security

This module looks into supporting tools and principles to ensure the customer focus of public transport security. It addresses:

  • The role and opportunities of CCTV technology;
  • Basic principles of staff recruitment and training, including insider threat concerns;
  • The balance between security and customer service
  • Lessons learned so far from the ongoing COVID-19 pandemic

Participants will also receive and overview of lessons learned so far from the ongoing COVID-19 pandemic.
