Public transport networks are susceptible to a range of incidents, which can impact service and need to be prepared for and managed. From accidents to weather events to terrorist attacks, incidents can range from the relatively minor localised routine emergency to the full scale crisis and everything in between.  Planning and practicing response is sound practice to ensure business continuity and a resilient network. Training is essential in order for staff to have the skills necessary for the issues they face. And when something happens, a coordinated and well-managed response is essential. The aim of this training programme is to provide participants with the necessary knowledge and tools to create or benchmark their emergency preparedness and response plans. The programme includes case studies from experienced networks, a site-visit to MVG as well as a table-top exercise in emergency response.

Session 1: Security Concept & Case Studies

This session will outline what is involved in a comprehensive security concept, including an in-depth case study of the MVG example. This including how security is organised, training, procedures, technologies as well as crisis management and emergency response.

Session 2: HR, training & exercises

Surveys show that passengers often consider security staff presence as the most appreciated security measure. Captured criminals also point to staff presence as the one deterring factor. As staff can combine security and customer service tasks, they are also very efficient- yet they are a major cost factor and budgets often put a limit to the size of the security force.

Training is key to keep staff skills sharp and smart staff planning and deployment can help to optimize the availability and visibility of security staff in the public transport system.

The module takes into account trials, tests and good practices from UITP members and focuses on:

  • Recruitment, selection and retention of staff, vetting
  • Training and relevant skills (for security staff but also security awareness for other front-line staff)
  • Planning and deployment policies

Session 3: Security technologies

As one of the pillars of a security concept, technology plays an important role to support staff. Technology has and continues to develop rapidly during the recent years. Cameras can help to keep an overview over the entire transport system, sensors can help to prevent unauthorized access and communication technology assists the contact between passengers, staff and the control room.

Given the financial implications, it is important to have a clear idea about current and future needs, as well as operational and legal constraints in order to make informed investment decisions. In this module participants will be enabled to:

  • Understand and describe the problems and needs of an organisation
  • Understand the potential offered by modern technology (video surveillance, IP, analytics, image quality etc.)
  • Practice designing ‘surveillance’ for a public transport asset
  • Understand and describe needs for tenders

This session includes an exercise on developing a surveillance security concept.

Session 4: Emergency Preparedness

Prevention is key to avoiding security problems in public transport systems. The first steps are to conduct a security audit and risk assessment of infrastructure, assets and processes to evaluate the current security provisions and obvious security weaknesses.

However when prevention fails, a clear plan needs to be in place to deal with any emergency or crisis. Response plans need to define roles and responsibilities during incidents and clarify procedures and protocols to be followed, also in coordination with external parties, such as emergency responders and law enforcement agencies.

This response plan include:

  • Crisis management organization and cooperation with external stakeholders (first responders, etc.)
  • Developing an effective and proportionate response to incidents
  • Contingency planning, operation in degraded mode and re-starting operation after an incident

Session 5: Crisis Communication

The news about incidents is now spreading faster than ever. A speedy and well-prepared communication policy has to be in place to avoid rumors, speculations and reputational damages of any company. Communication plans need to be prepared and rehearsed in advance; statements to be issued have to be clear and reassure the press; public and staff that the problem is in experienced hands.

The module focuses on the immediate reaction to incidents, the communication to press, general public and staff. Participants learn how to provide information under pressure and with limited information available. 

It includes:

  • Communication policies and strategies (role of staff, messages to be prepared)
  • Internal and external communication
  • Reputational management
  • Role-play, informing the press and answering questions
  • Do’s and don’ts

Session 6: Managing a Crisis Cell Meeting

When the Crisis Cell gets activated, time is of the essence. The team has to assemble, monitor the situation, understand the challenge, take decisions and protocol them. A clear understanding of everybody’s role and responsibility is key an efficient incident response. The session will present  a set-up and moderation process for crisis cell meetings that is based on good practice and previous experience of PT organisations.

Site Visit of installation in Munich (with the MVG)

Visit of a metro station and explanation of security and safety features. Visit of the „Olympia Einkaufszentrum (OEZ)“ just below the shopping mall where a shooting rampage took place in 2016 which led to a total shut down of the Munich transport network. Participants will learn about the shooting and visit the venue where the incident took place. Meeting with the security staff present at the spot during the shooting.

Session 7: Incident Response: Table-top exercise

Time is a key factor in responding to any incident. Speedy and well-informed decisions help to coordinate available resources and limit or contain any damage to the extent possible. This session is essentially a table-top exercise testing the response skills and capacities in the context of an incident in a realistic context.

Participants learn to understand their role within a crisis response organization, to take decisions under stress and to continuously re-evaluate the situation as the events unfold.

The exercise involves:

  • Simulation of realistic incident scenario
  • Real-time escalation of events
  • Re-establishment of service operation
  • Lesson’s learned
